Importing a CSV list of Users into 5.7

I'm trying to find out how I can import a CSV list of site users into a new 5.7 site, but I'm coming up short. I found an add-on that does this for 5.6, but nothing for 5.7.

(For context, the old site is 5.6, so it's not Joomla or something like that)

Can anyone help me out?
