Permissions won't inherit from Page Type Defaults

I'm having a whale of a time trying to get existing pages to inherit the permissions from the Page Type Defaults. When I choose to assign permissions from Page Type Defaults, all the permissions show as 'none' but if I add a new page then these new ones pick up the default permissions. Is this by design or a bug?
