Ruler and Grid in concrete5

Is there a way i can get the ruler and grid functionality of Photoshop in the page layout of Concrete ??
Please refer the image for better understanding .

Has anyone come across such requirements ?

NO. This is to very very specific feature (Its not something "must have" in the core CMS).

You can try google tutorials about this issue (and add "if edit mode" use this styles):
