Where are Theme Customization settings

I can't seem to find the theme customization settings. Customizable styles, etc. I thought they would be at /dashboard/pages/themes. Are they somewhere else?

Thanks. Settings are by page... then the option to apply to whole site... hmmm... not really a very intuitive workflow. Wonder if it it's possible to reproduce the options in a custom dashboard page?

I agree that there are opportunities to improve the workflow.

I don't have much experience with 5.6, but it appears that Custom CSS was available through the themes section in the dashboard. Adding a customize button to the 5.7 themes page, like in 5.6, could be useful.
