Internal Block Types

Hello,
How can I reach, configure and utilize "Internal Block Types".
I can see them in the dashboard "Block Types" but I could not reach them from anywhere.
You can see them in the attached pictures.
Actually I am interested in "Dashboard App Status" floating pop-up functionality. I think C5 has it already. So I don't want to add another third party popup module to my system.
