Won't let me add a block

I'm trying to add blocks to my site but any page when I go to "add a block" it just comes up with the loading symbol and doesn't move from there.
Any suggestions to help?

Does this happen when using the built in Elemental Theme or only with a custom theme?

It's using the Foundation 5 Theme

What if you switch back to Elemental temporarily? Same issue I assume?

Have you ever created any badly-behaved stacks? I've found that stack display problems can cause the 'add' sidebar to become unresponsivel.

No, I don't think so... I'm not exactly sure what happened because I'm actually just trying to fix the issue for another colleague! They were trying to edit the blog block and then apparently it just 'disappeared'.
The first thing I tried was to restore previous versions of the page but the blog had disappeared from all those as well. It's almost like it's a bug or something??

Has anyone edited concrete5 source files as in the actual code running that part of the site?

Also concerning the above suggestions about switching to Elemental theme and trying again:
Make sure the cache is turned off
Clear the cache
Steps:
1. ) turn of cache
2.) enable elemental theme
3.) clear the cache
4.) try to add block
