If I purchase an Add-on, can it can be used in more than 1 site without paying multiple license fees?

I would say no, these should be purchased for each site, but I am sure others have another view on it. What I would do is take a look at the license for the add on. I know eCommerce says up front one site only. Basically your purchase is attached to your market place account. Once you make a purchase you can login to the market place and do the install. So those add-ons are available anywhere you login at present. So it is probably best to review the add-ons license which should be in the market place.

Honestly, I don't think it's even worth $95 with the current features their ecommerce provides and requiring us to pay per client for something that should be standard functionality for any website these days seems ridiculous. $$$

Ecommerce can get pretty complicated very quickly. I think the 95 is reasonable for something that is fairly well integrated out of the box, particularly if you're planning on making money. It also funds development improvements and bug fixes. My company has purchased about 4 licenses so far and we're satisfied. The license fee is nothing compared to the other costs of doing direct ecommerce business such getting your SSL cert, payment processing and bank merchant charges. I'd weigh the timecost of hacking your solution with a free ecommerce addon or paying for something that installs fairly easily I guess...

To address the original question, some add ons are free and those can probably be used on multiple sites (excluding the ones that are only for non-commercial). The reality is that you can probably reupload a previously purchased package to another site and see if it works out for you. If you decide it's good, I'd purchase a license to support that person's work and continued development. Purchasing something also can give you the right a certain level of customer support whereas "free/unlicensed" often means that it's Buyer Beware.

EDIT: it's possible to transfer licenses now from site to site if you decide the addon isn't working out on one and want to use it on another.
