Can't add files to sets, multiple sites

I recently ran into a problem where I can no longer add files to sets on multiple sites. This was previously working up until recently and both sites stopped working at the same time. I also can't create backups. I've checked the permissions and that doesn't seem to be an issue. Has anyone else ran into this issue before?
What version of concrete5 are you using?

Are these sites on the same server?
What was the cause of the sites not working?
Have you checked the logs for concrete5, Apache, and PHP?
