Can't upload pictures

Hello, I am trying to upload a picture and when I try to I get the following error:
An unknown error occurred while uploading the file. Please check that file uploads are enabled, and that your file does not exceed the size of the post_max_size or upload_max_filesize variables.
File Uploads: 1
Max Upload File Size: 2M
Post Max Size: 8M
My picture is only 957kb and to the best of my knowledge I have it made so I can upload files. Please help.

This message also shows when php can't write the file to disk. This could mean low disk space or maybe incorrect permissions / wrong path for tmp directory in php.
