CKeditor annoying tooltip on scroll

Hi c5,
This is a low priority request for some technical help.
Everytime I move the mouse over a new area of the input dialog of the CKeditor, there is an annoying tooltip / popup that displays :
"Rich Text Editor, cke280d0cc0219be853c5f4020abd52d1bc23". (see pic attached)
It disappears as soon as the cursor is moved.
Anyone know what purpose it serves? Anyone know how to disable it?
