editing form permissions

Had a hell of a time finding this so I'm posting it here to help others.
To edit permissions for saved forms you have to go to...
Dashboard/System & Settings/Express/Custom Entry Locations
There you need to click on the folder of your express entity and choose permissions from the popup.
All permissions are defaulted to only administrator.
