Live site does not update

When I was having some trouble with Firefox and IE I put a note saying to use Chrome, now that it has been fixed I attempted to remove it. It appears that it is removed for users but for guests it still appears.
I have cleared the cache multiple times deleted previous versions, check permission settings and still can not figure out what happened.

Looks to me like it's in a "global area". Navigate to Dashboard > Stacks and make sure all your global areas have been published. There will be a green "Approve Changes" button if not...
This doesn't appear to be the issue If I have users log in it is not there, but if they are not it shows.
I just created an account on your site and it shows me the message. Might want to double check my suggestion above. When editing a global area like that, as admin, you will see the changes before they are approved like in your screenshot, but all other users will still see the message prior to you saving the changes.
Okay, I fixed it thanks, I originally looked at a different one and it didn't have the approve changes button. I was able to find it though. Thanks
