site on lamp dev server suddenly haywire

My development site was working great. I signed in yesterday and my social media links were chinese (I THINK) Symbols and so were parts of my dashboard. That was yesterday. Now today, upon sign in it says my site is down for maintenance! Any thoughts? Btw im using 5.7

Also, what version of PHP are you running?
I was running a test with an old version of PHP and received a similar error.
