Unable to access some features on the dashboard

Hi everybody - I have a site where I am unable to access add functionality and Sitewide Settings. Everything else works perfectly. When those functions are clicked, it just spins and spins, no errors, no matter how long I wait. I have checked the permissions and they are the same as the other dashboards options. Has anyone experienced this before? Does anyone have any ideas? Unfortunately, I cannot clear the cache, add anything or set other settings for the site because of this. HELP please!!!!

This is stil version 5.4.2.2. Not brave enough to upgrade to 5.5 with these problems

Hi Mnkras - Thanks for your reply. I have reloaded the files and database. I think it's sorted now. I was wasting too much time trying to figure out what was wrong.
