Upgrade to 5.4.1

Just upgraded from 5.4.0.5. In Dashboard, most of the "buttons" are blank, that is, there is no wording to say what the button does. Not sure if files were not uploaded properly or what?
Have followed instructions, registers as having been upgraded to 5.4.1. Tried re-installing Concrete directory into a new directory rather than overwriting old one. Still same problem. Screenshot attached.

Get back up of concrete folder and replace it with new concrete folder from a fresh concrete 5.4.1 pack.

Have not had any luck. Have upgraded to 5.4.1.1 and no difference. Is there anything else I can try?
Have you tried clearing your browser cache? Simple i know, but sometimes it can do weird things after an upgrade. Might be worth refreshing the site cache as well.
Make sure that you have done all the steps in the given link while upgrading your site
