Upgrade to 8.4.3 - User approval email notification to users no longer working

I upgraded my C5 instance from 8.2.1 to 8.4.3, and since then, emails notification to new users confirming that their user account has been approved by a site admin has stopped working.

I can confirm that this was working in when it was C5 8.2.1.

I do use a workflow to achieve manual approval (see attached for its setup). Nothing about the workflow has changed since the upgrade, and nor has any of the public registration settings changed either.

Has anyone else encountered this? Does anyone have any idea how I can resolve it?
