Actually, the full message after performing an unnecessary upgrade is...

"Your site is already up to date! The current version of Concrete5 is 5.4.2.2. You should remove this file for security."

Which file should be removed? There's no mention of a file anywhere in that statement except for stating that "this file" should be removed. Quite perplexing.

The file is actually at concrete/tools/upgrade.php It is not actually a "security risk". That is an outdated message that is going away.
