2 problems - triggering template pages, and page lists

I just have 2 problems left on our new site:
1 Registered Users can select to launch the template page editor, but when selected the result for them is 'Page Not Found'. I've been through the page permissions and they are set up to be able to edit content and attributes and add the relevant templates.
2. Despite having page lists set up for other blocks on pages to filter them, when landing on a page where there is a block containing topics, the default seems to be that all (unfiltered) topics/pages are displayed. How do I set the default selection of pages to be just one of the topics before the user has selected what they want to view?
