Attributes are all disabled when trying to create new attribute set

Using 5.7.4.2, and find that when I try to create a new Collection attribute set, all of the attribute checkboxes under 'Add Attributes to Set' are disabled. Is there a way to enable? Am seeing a similar issue when trying to edit an existing set -- all unselected attribute checkboxes are disabled -- only attributes already included within the set are toggleable (these are the attribute sets that were installed as part of the initial 'default content' installation).
I believe that an attribute can only be in one set at a time.
Attributes that are disabled have already been assigned to a set.
If you need to move an attribute from one set to another. First you must uncheck it from the set it is currently in, then assign it to a new set.
