Blocks only populated when NOT in edit mode

I have blocks that have no content when in edit mode but have content when not in edit mode.
They did have content and I removed it.
Then published the page. At first nothing showed. Now when I go back to the page the content is back. I can't see it in edit mode so I can't delete it again.
Cleared the cache etc.
I the only way to rename the blocks?
