I'm adding a blog to a site that's already been created (not by me). I've been learning along the way and figured out how to do most of what I need to edit my theme and add the blog, but I'm stuck again.

I followed these instructions:

And I was able to finally get it working except for anything in #2 of the instructions. None of that is available to me and I'm quite confused.

How do I enable comments, archive, tags, etc.? I finally found how to add tags somewhere and I've done that, but aren't they supposed to be links?

Also, is there a way to change the poster from me (admin) to someone else? I created a new user and tried to repost it, but it said they weren't allowed.
