Blog tag cloud not allowing article selection

I'm using Dark Chocolate in 5.5.1. Using the stock template I have added a blog to my site with tag cloud in the sidebar. The tag cloud generates properly but when I click a tag, rather than navigating to the article or list of valid articles it just reorders the tags in the cloud. I have the search block set to search "beneath this page" and "Post to another page elsewhere" unchecked. I've tried enabling "Posting to another page elsewhere" but then I would get a "Page not found" error which must mean I need to first create that page.
What do I need to do to enable the proper behavior for the tag cloud? Do I need to create a page for the search to post to? If so, is there a special technique I need to follow for doing that, or do I just create an empty html page?
PS: I just created a page and named it search-results, and enabled "Posting to another page elsewhere" pointing to this page. Now when I click a tag I see "search-results" in the url but it brings up a blank page. Any suggestions?
