Building site in one folder and then moving it to another

I've been looking around the documentation for this but I can't seem to find it.

Basically I would like to know if it's possible to build my site at:

http://www.my-domain.com/dev/

And then move it over to the main folder when I'm finished:

http://www.my-domain.com/

Is this something that can be done via the configuration file or does it involve rewriting a lot of the contents of the database...?
