Can't login as admin

Hi

After transferring my site from one.com to bluehost.com i get an error message each time i try to login as admin, i also try to change the password, but i also receive an error message from the link which i got send to my email, does anybody know a solution for this, or if it could help to reinstall concrete5, or which folder control the login function?

I get following error message:
Page Forbidden
You are not authorized to access this page.

We have installed a test concrete5 site and copied all our old folders one by one in to the new test site, with that result that only the file site.php under config did that we couldn't login, all other files was accepted.

After many hours working then we finally found the solution, we installed concrete5 again, moved all our files except the database, logged in on our new site, imported the right database, changed the password for the admin, and then we were able to log in again.
