I am developing/upgrading a new site for a client. I backed up and imported the old users and groups. Now I get an error trying to do anything under the Members area.

call_user_func_array() expects parameter 1 to be a valid callback, class 'Concrete\Core\Permission\Key\GroupTreeNodeKey' does not have a method 'canSearchUsersInGroup'

I imported the following tables:
UserGroups.sql
Users.sql
Groups.sql

I went to the permissions area and tried to edit the following:
Access Task Permissions None
Sign in as User None

It saves, but then on refresh it goes back to none.
UPDATE:
I have all the permissions, missed an additional Save button, but still no Members
