I'm just getting started with concrete5, and have stumbled at the first hurdle. After doing a fresh install (the "empty" option during installation) I can't add Blocks to editable Areas. When I click on an area, either in the default theme, or my own test theme, the following popup options are displayed:

- Edit Area Design
- Add Layout

I expected to see "Add Block" and "Edit Block" in that list.

I have attached a screenshot showing what I'm seeing when I try to edit an Area.

I'm sure I'm missing something really obvious?
