Client can't move blocks - only happens on her computer

I built a site in 2013 on 5.6. It's fully updated. I have not seen the problem on any other computer or with any other user, however one of my client's staff cannot move blocks around the page on her Macbook Pro laptop.

When she clicks "move" on a block, the page scrolls up as usual, but content is not condensed, and then when she tries to drag the block, it disappears and her screen becomes jumpy, the layout extends horizontally and she cannot place the block where she wants it, especially if she's trying to move it up above other blocks.

I tried it out myself on her computer and had the same issue, so it isn't some sort of human error.

We tried using a different browser, modifying her track pad and mouse settings, nothing worked.

Does anyone have an idea of what I should be checking to try to solve this problem? Thanks.

I've had a problem once which had to do with an add-blocker. This blocked some js/css, so perhaps that's the case for your client. Could you try disabling this if you have such a thing installed or any other applications that might "block" things.
