Form Block Customization

Hi -
If I wanted to customize the form block, so that I could make the text field box a little smaller -- how would I go about doing that? Would I need to build a custom template to be able to edit this? If so, what files would I use and where would they go within the CMS on the server?
If anyone can answer my question, since I'm working on a client site, that would be very helpful. Thanks so much!!
