Hosting a .txt File off the root for Google Data Feed

Hi, I have a client who would like a .txt file (google_data_feed.txt) hosted off the root of their domain ie.www.www.theirdomain.com/google_data_feed.txt....

Is this possible to do with Concrete5? I've never had to manually upload a page before, I've always created pages from within the CMS itself.

You could just upload the .txt via FTP and be done with it? Or does it need constant editing and whoever edits it isn't able to upload a file via FTP?
