Layout Implementation Question

Here's my challenge:
I have a page type with a single main content area. I'd like my clients to be able to choose between having one or two columns in this content area. This seems pretty easy to do with Layouts.
Now, in the two-column layout I want them to be able to add a block, let's call it the "Quick Facts" block, that will be both editable and uniform across that page type wherever they add it. The Quick Facts block requires some specific HTML to render properly, along with the ability to add content blocks inside (just text, really).
My initial inclination is to use Designer Content to create the HTML wrappers necessary, then combine everything into a stack called "Southwest Quick Facts." The user could then add content blocks to the stack from the dashboard, and it would automatically update everywhere they have added it to their pages.
Does this seem like a reasonable strategy, or am I on the wrong track. Thanks in advance for any advice!
