what steps do I need to take to do this
You'll need edit the file /concrete/themes/default/main.css and add that style rule to it.
You shouldn't really have modified the default theme - it would have been better to copy the default folder from /concrete/themes into /themes, calling it something other than default, and then install it and activate it within the dashboard.
Might be worth having a look at
