Need to create a staging site

I'm trying to create a staging site with a number of fundamental nav changes, but I want to do it at dev so that all the changes can be visible at once without affecting the current live site.

I've been told that we don't have hosting access, so we are unable to create a staging site. Is this correct? That seems incredibly unwieldy, making Concrete5 much less attractive for general use.

Hopefully somebody has an easy solution, as it seems like a pretty simple request.

You can create a test site offline on any PC and make a clone on that.
Without host access, your main difficulty will be making a copy of the current site to install on the test site.

If you don't have hosting access, it will be impossible to make staging sites for any CMS. So it's not concrete5 related. You could do it locally on your PC indeed as JTF mentions, but you'd need some "experience" or Google some tutorials on how to do so.

Install XAMPP on a local machine and put your staging site there to work on. Ultimately you will need access to a hosting account to have a live website.
