Order custom blocks

I have made a custom block with Designer Content.
Now the client wants to have a search option. (see attachments)
So:
- order by city (3 city options in this case)
- order by name (A-Z (per city))
What is the best way to do this? Any easy code to sort or do I have to use a Add-on?
