Page Approvals

I'm trying to set something up in the sitemap that makes approving unapproved pages a little easier. For some reason though if I don't use the page ID, it gives me a 404 page. Aren't the below URLs essentially the saying the same thing? Why would the first one not work while the second does? Is there a C5 class I can use to grab the page ID instead of the page path?

a quick look at the url is that in the first one there is no ? to signal the start of the get values, which can definitely throw things off. the other thing is that in the first one you need index.php before /page
