Permissions Issue

I have a site over athttp://www.cornwallalc.gov.uk. Theres a block called newsletters which is a file set. When i log in as admin i can see the block fine, but when registered users login they cant see it. I have changes all the permissions but it just still isnt working. Can anyone help me out?
