Possible with C5 and add-ons?

I have developed several sites with concrete5. However, a client is keen to have a Facebook-style site where people have their own login and can upload photos to a public area where others can vote on the photo - with the results echoed on the page.

Is this possible c5 and add-ons?
Which add-ons should I consider for the project?

I had the same problem some months back and didn't get any feedback from the forums here. I settled for the free oxwall cms that is a community building cms with features like facebook, ie add friens, upload media, add friends on content, vote, set up events etc.
The cms structure is somewhat comparable to concrete5 and I was able to find my way round rather quickly.
