remove block permission for a user group sitewide?

i have hundreds of pages with content and i need to give a user group editing access in order to view the add sublevel button, but i need to not allow them to delete or edit the blocks on the page. is their a setting i can do this through so i don't have to remove permissions on all pages and all blocks?
