Some Broken Images after Upgrade

I upgraded from 5.7.5.13 to 5-8.2.1 using the upgrade in the dashboard.
Had to install php_fileinfo php extension. Did that and all worked, except, some of my images are broken links.

Try to edit the image block, it seems to work, but image is still broken. Try to replace the image in the dashboard and get:
"An error occurred while processing this request."
The log file shows an error right after:
"Exception Occurred: /home/dosyweb/public_html/updates/concrete5-8.2.1_remote_updater/concrete/vendor/voku/portable-utf8/src/voku/helper/bootup/mbstring.php:34 Cannot redeclare mb_convert_encoding() (previously declared in /home/dosyweb/public_html/updates/concrete5-8.2.1_remote_updater/concrete/vendor/symfony/polyfill-mbstring/bootstrap.php:19) (64)"

I had this issue on one site too, I used the https://www.concrete5.org/marketplace/addons/rescan-all-files... add-on and that fixed my issue.
Now I have a new issue!
Class 'finfo' not found.

Are you sure you got the fileinfo extension installed properly? That's the extension that creates this class.
I installed it using the WHM Install an RPM. Is there anything that needs to install with it?
I have no idea, that would be a question for your host.
Yes, I figured. Talking to them right now.
Had to install fileinfo in a few replaces:
/usr/local/bin/php :: fileinfo
/usr/bin/php :: fileinfo
/opt/cpanel/ea-php70/root/usr/bin/php :: fileinfo
Then install:
ea-php70-php-mbstring
Now I have to edit and save every broken image, but that part is easy.

If you run that tool it should fix the images for you.
I cleared the cache after posting and that took care of it.
But still having other weird issues. I'll try to figure them out, if I cannot I'll be posting here again.
