Stacks with empty content

I'm having a problem. I've added stack on page, it looks like this:

But if I log out from site, this stack looks like this:

There is stack's wrapper on page, but no content. What I did wrong there?

I think it's a bug. And it have something to do with russian laguage. I deleted that stack, created new one with english name and now it shows everywhere.
Have you 'approved' the changes to the stack?
I did.

I'm not sure what it was, I just created new block named "График мероприятий" and now it works.
