Styles Combo Dropdown is disabled and grayed out in the CKEditor for Content Blocks, Stacks, etc

Hello,
Using Version 8.3.1, I've noticed that the Styles Combo Dropdown is disabled and grayed out. When inspecting the code, you can see that the Span has the "cke_combo_disabled" class on it.
Styles Combo is enabled in the "Rich Text Editor" Options provided by C5 settings.
Any ideas on what could be causing this and a possible fix?
(I attached a couple images to show exactly what I am referring to)
