Survey Attribute to trigger survey after file download

Hi
Just wondering if there is a way to trigger a survey from a file having a yes/no attribute?
i.e User clicks on a file they wish to download, a survey pops up saying that the download will begin shortly, along with a short survey asking a few questions about why they're downloading the item?
Other sites can do this, just wondering how easy it would be to implement in Concrete5 using event triggers?
