Tax Matching in Commerce

I'm working on the taxation module for our free C5.7 commerce system, Razor Commerce. We're modelling it after WooCommerce for WP, and I'm wondering if anybody can share with me their experience in terms of tax setup requirements. In WooCommerce, and other systems, we see zip/postal code matching. Is this feature needed? That's really the big question for me in terms of design. How often have you found a site needed to apply taxes based on the city, or a zip/postal code region (rather than a state/province)?

I'm leaning toward simply providing country/state matching which would be a lot easier to manage.

Its more that zip/postal code are easier and more accurate to match, especially with non-US non-Canada sites where state/province lists are incomplete, wrong or where state/province is entered by the customer as free text.

I'm still with 5.6.3.4, however I expressed interest in Tax Cloud two years ago, but there was not a solution/add-on to handle such robust taxing requirements at that time and not much interest, although I saw something recently that earlier in the year the core commerce community may have been working on it (?), which I am very excited to hear. I'm still in need of it...

It is integrated with over 80 ecommerce platforms already but not with concrete5's ecommerce add-on. I believe woo commerce is one of them:
