If a format is going to be used for more than one page, use templates.

For important pages, like the home page, use templates.

Use a layout if you need site editors to be able to modify the format later.

The main use of layouts is that general purpose themes are easier to adapt to specific designs. If you are creating a site specific theme, you may as well create a template for every format you need.

"If a format is going to be used for more than one page, use templates." would it be better to use Page Types and create layouts in them, thus not having to create a new template.

I was not sure if having calls to the database is reduced by having multiple areas or better to have one area with layouts in it , performance wise if that makes sense.
