theme & addon elements load when signed in but not for unregistered view

When admin is logged in, theme & other elements load properly, but when user is not logged in, certain things do not load, such as autonav ccs (using Blaupunkt theme), Easytabs, and basic columns.
My site is for public view only, so the only logins we use are admin. Concrete5 has been very stable, so this is first problem I've encountered like this.
Please help!
