Unable to upload images to file manager

I am unable to upload images to the file manager. I get a server permission error.

/block
all set to 777, host says php safe mode is turned off. I had built this site in c5host trial and then uploaded it to my host.
Is anyone here who can help me. I hae tried multiple upload with incoming as well. checked files allowed. I don't know what is going on.
