After moving the site some of the files are inaccessible

After I moved the concrete5 web site to another server I can't execute/post to files using URL's like this:
domain/files/something.php because it shows the 'page not found' page.
However I can do this on the old server. Is there permissions except for the read/write/execute on the files folder?

Bumping this. Having an issue with accessing files in the files directory via URL and have run out of ideas on what is happening. Instead of accessing the file, I'm just seeing the default Concrete5 'page not found" message.
