An error occurred while downloading the package.

I am trying to download extensions for my Concrete installation but every time I get the message "An error occurred while downloading the package."
I understand that I can download the packages and install them locally but this is really inconvenient. I would prefer to discover and solve the underlying issues. Any help is greatly appreciated.

I personally have no experience with the Microsoft server. But I've seen this thing happen before on an Apache server, and the reason was the /packages directory did not have 'write' permissions, so Concrete5 couldn't actually download anything into that folder.

For example, on an apache/linux server, to allow concrete5 access to the /packages directory means changing the owner and group of the folder to www-data. I so by running the following command from the root of my concrete5 site:

chown www-data:www-data packages/

I have reviewed the permissions, and even changed the user account that the IIS manager is using for my site. The user has been set to own the folders containing the concrete files and yet I still get the same error.

I am pretty sure it's not a permissions thing, or if it is its not a folder located near index.php
