Broken Navigation Upon Concrete5 Installation

Hello,
Recently I've run into an issue with a couple of my latest Concrete5 installs and have the navigation break instantly. The most recent occurrence was with the theme Cobalt and the Concrete5 default theme Dark Chocolate.

The issue is that the navigation displays as an unordered list with out any CSS (please see my attachment). I've tried reinstalling Concrete5 with each instance, but it doesn't seem to make a difference. The weird part is that this issue has only affected two of my last five websites, so I'm kind of at a loss as to what's going on with this.

Forgive me if you tried this, but, if you switch to edit mode and right click on Nav Bar, then scroll down to 'Custom template' and choose the NAV style that is part of the custom template, choose the custom nav you want and hit save, does that fix it?

A quirk I see sometimes in C5 is if you have custom template applied, sometimes you need to re-apply it for it to take effect.
