Can't download 5.7.5.8

I've tried a bunch of times now, and i keep getting a cloudflare
the link it's trying to load ishttp://192.168.1.1:8181/http://www.concrete5.org/download_file/-/vi...
text on the page says:

Direct IP access not allowed
on one try, using a link from another forum post, I got a dump of one of the c5 css files. on another try, i got a dump of fancybox.js.
the cloud flare help is useless for end users - targeted at the cloud-flare customer - in this case, portland labs. even google doesn't yield much, except for lots of complaints about issues with cloudflare :(
i have a 5.6 site that i need to start upgrading to 5.7, which isn't going to work if i can't get access to 5.7... I'm completely blocked here.
is there something *I* should do? something *you* should do?
