Can't install concrete in temp site

Hi There,
Does anyone know how to solve this error -Supports concrete5 request URLs. I loaded this many many times at hostgator without incident. We are doing a completely new design for an existing live site. I have created a temp site and manual loaded the core file. when I go to install the install page opens, but get the above mentioned "error" just spins indefinately and I cannot load the core files so we can begin the project.
I have read everything I could find and spoke with Tech support but they state it is a concrete5 issue. Does anybody know this error or have a solution? This is becoming very frustrating.

Thanks so much for your return email. The entire problem is because it is a
temporary site. if the website domain is registered and active, DNS set,
etc., it always loads perfectly. Because we develop a new site while the
old is still active, we previously used temporary URLs which Hostgator
allowed. Now they have discontinued that process, they state is a secuirty
problem. I have noticed this on all Endurance companies, Hostgator,
Bluehost, etc.
So, they recommend using VHost for chrome, other for firefox, etc. that
absolutely doesn't work. We have also tried changing the hosts file within
the operating system. All fail and we really want to get to the bottom of
this since our clients stay with us for years and we seem to be developing
new while leaving old active until the new is signed off on and we make the
change. Support pushes to their knowledge base and since this "error" is
only for concrete5 requested URLs, they don't support. We know that
basically mean they don't have the answer, lol.
We are still trying to dig deeper to see what needs to be done, what we are
doing incorrectly, etc as this info will be valuable for us moving forward.
We are always using newest version of 5.7 but have not ventured to 8 as yet.

Have you tried creating the development site in a subdomain or subdirectory?
A common workflow is to develop locally and push changes to a "preview" server that you control. You then provide the preview server address to the client.
This setup also has the advantage of keeping the new site files under your control until payment has been made.

Again, I thank you for your return email. Yes we have installed using sub
domains and directories. We also build within one of our develop machines
which always works as well. We were just following the new policy
guidelines at Hostgator where we have over 100 hosted sites wihtout any
incidents for over 5 years.
Basically, their instructions just do not work and we have documented and
shared with them so they can revise.

What version of concrete5 are you trying to install?
Are there any errors in your browser console during the installation?
If you are using v8, here is the code that appears to determine "request URLs" (the 5.7 code looks to be the same):
